Definitely something weird happening
Myself, I'd grab someone's laptop, cable it (and only it) to the router (Ultra hub), and test download with that ... it might help isolate the problem, viz. if internet access is still crap, then it is the line and/or equipment combination.
If no problem, then something is awry downstream with your gear.

I just picked up a near new UltraHub on trademe.
Looking at the firmware it's showing as:
17.1.7875-2461002-20170903121056-e78487b10876a3d2bec68ba0f294d1eaf76c4001
Can anyone advise if this is the latest version or I can expect an auto-update at some point?

Something I noticed about the new Ultra Hub is that the installation technician simply broke it out of its packaging, and after doing his provisioning thing, et voila we had internet access. With previous, user owned routers, we needed to enter all the settings manually, viz. DNS, static IP addresses, DHCP range, etc etc.
Does this mean that these settings are now automatically generated by Vodafone when online via their cable modem, or were the settings already pre-programed into the Hub? What happens if powered off? ... when I did that all the settings were actually retained, or did they auto-regenerate?.

mexako: I've had a couple times it's ran a speed of 90-100Mbps download but that's only been like four to five times of then bang as soon as I jump on a game it's 5Mbps. It's weird...

Well, yes it does. Something is broken. Either the network feed to your house, or the modem or the gateway or the isolator or the connectors on your house wiring or your house wiring.
The only solution is to call, have a ticket raised, and have a tech come out with a test meter,
If the tech can't get 200/20 on his test equipment, then there's a problem for him to find and fix.
If the tech can get 200/20 on his test equipment, then it's a matter of stepping through your equipment to find out which part is faulty.
You can't blame your flatmate's mates, when it's still bad and you're the only person using your connection.

Is TR069 by default locked on on this device?
Can you please add the option to disable this, as it prevents the router being used on another connection.

Are you sure? I am sure TR069 will not stop the modem from working on another ISP

It's the only explaination as to why we can't get fibre connected on another ISP network.
If TR069 is locked on, the router will be looking for an auth server; and won't get any further when it doesn't find one.
Can't take this router anywhere but Vodafone basically.
