Just noticed these bare wires in my garden (see photo)

I phone VF who are my provider who were next to hopeless told me it was not there issue and I should phone a local electrician.
Basically I am not sure who to contact around this.
The wires are coming bare if you look close. 



As you can see there is a sign that says

"danger live cable buried here"
