goatboy: Pretty straightforward. Government is giving the providers of the UFB (LFCs or Local Fibre Companies) a 10 year period where they can charge whatever they like for services delivered over it. Without any regulation in place as we currently do with copper based services this means LFCs can charge other providers (and ultimately the consumer) whatever they want without any fear of government stepping in and whacking them on the nose. There's potential here for LFCs to give their own telco/ISPs preferential pricing and/or make UFB provided services available at a premium. That's the issue.
