Hi There!

Can Surface RT make use of Offline Folders? A client is considering one and wants to Sync Word/Excel documents from her desktop "my docs" (No she doesn't want to sync that via the cloud).

Windows RT doesn't support Offline Files/Client Side caching

The preferred work around is to use a new Windows 8.1 RT feature called Work Folders, which replaces this CSC, is much more reliable, synch faster and is mobile broadband aware, is cross-platform but that requires those files to be sitting on a Windows Server 2012 R2 file server

A workaround I've seen other customers use is Schedule Tasks in Windows RT calling a ROBOCOPY command line script
