There's already a cover in the road nearby for water for fires, it's not an area that would feasibly get a hydrant. I wondered if it was part of a game or something?

Hey there Timmmay - we get them around Miramar, Wellington occasionally too. I believe it's a course start point for a harriers group. There will probably be single 'H's' every half block or so from that point as course markers. Someone would have marked out the course using a device filled with chalk dust that gets tapped on the footpath to leave a series of 'H's'.
That's my deduction... can anyone confirm?

Yeah, it's a running group in Wellington. They've been around for years with the chalk/flour/whatever it is, marking out the courses like that.
They go by the name of hash House Harriers, hence the Hs
Someone goes out and lays a different trail for each run...

Yes, it's definitely this. It's a temporary running course marker - they're usually made out of flour these days. You'll see the Hs have little arrow heads in them pointing to the right. If you head in that direction you'll find more Hs with arrows pointing in whatever direction the harriers are supposed to go next.
