It's impossible to know from a single incident. I suggest next time you follow them to make sure they don't make a habit of it. Otherwise, put it down to a momentary lapse in concentration and then keep worrying about your own driving rather than everyone else's (as it's the only thing you can control). The assumption that, because they were older, they are a useless driver is pretty average.
