Hey,
Does anybody know if I need to have an active broadband plan in order to test whether or not a property can receive ADSL connectivity by plugging In a modem. I understand that I wouldn't be able to browse the web, but would I be able to establish a connection at least? It's just I don't want to start paying for something which I can't even connect to.
Any help would be appreciated

as others have said. put your address into chorus's maps here 

Otherwise, Call An isp, and ask them for a "prequal" on the address. this will give you an idea on services available, and estimated speeds.
