I have a cross lease, and am getting UFB fed into my building.

There are two flats at the back with tenants who will not want UFB. However it makes sense to the landlord for the back flats to get the fibre run at the same time as installing mine. 
 
Can the fibre be 'wired' to a house without having an ISP signed up and ready to go?
