Hey,
does anyone know if chorus are able to connect a house to a different, closer cabinet?
in the image shown it appears we were excluded from a new cabinet for no apparent reason and since fibre is roughly 3 years away for my area I want to know if there is any chance at being connected to that closer cabinet area.

No, they won't move you to another cabinet - overheard or underground cabling, it doesn't make a difference. Bear in mind the cable may not take the most direct path to your house.
