I am connected to gigatown Dunedin 1Gbit fibre. As i understand it, Chorus uses GPON with a 16 way optical splitter at the cabinet for residential connections. If so, how can I be getting gigabit speeds? Or is Chorus using a p2p fibre link for gigabit connections?

GPON supports 2.4Gbps down and 1.2Gbps up. This bandwidth (less multicast traffic) is shared between all users.

1Gbps P2P will cost you around 10x the price of GPON.
