You can get the eVB runtime from MSDN. It's an old piece of software being phased out. eVB was popular with Pocket PC OS 2002 and Windows Mobile 2003, but .Net Compact Framework replaced it, offering new features and a complete development environment based on Visual Studio.
It only shows how old the software you are planning to use is.
Most new software don't require a run time at all or use the built-in .Net Compact Framework. You can however install eVB, at the expense of memory utilisation of course. Other than this, go for it...
