I don't think this is a fault (but it could be) I think it's a feature. It's just an annoying one.

Sometimes when scrolling if I touch the right hand edge part of the screen it suddenly leaps upwards to the to of the page very fast.

I've seen it on my 11 too.

Why does it do it and can I turn it off?!

There’s actually a (mostly?) invisible scroll bar on the right hand side. By touching and holding for a second you can ‘grab’ it, and scroll the full length of the page quickly. Very easy to do accidentally.
