Edit: I think that RJ45 port is for using it as a wireless adapter. How silly. It would be a great product if it was able to use it for WAN.

I suggest you buy a travel router. These can be set to work in router or AP mode - so you'd have it in AP mode when at home, and if/when you go travelling, take it with you to use in router mode in hotels etc. They're quite cheap and although WiFi performance is not "whole of house", that not what you require anyway

Will a unit like this be able to log in to a wifi network that requires manual log-in and then allow other devices to share that connection, be it by wifi or cat5? - ie InspireNet or something along those lines?

Yes, that is one of their benefits. Eg in a hotel, you connect this device to the hotel WiFi, log in via the portal using any device connected to the travel router - and then the internet WiFi connection is available to any device connected to the travel router. Benefits of this include:
- no isolation between your clients - so you can use Chromecast
- no limit to number of devices - some hotels etc allow only one device per room, which is all they see when you use a travel router
- no need to change WiFi password or network details on all devices
