Currently, I'm on ADLS2+ in the Devonport area. (No UFB yet :( !) I get a quite good connection:

29.0dB seems to suggest about 2.0km away from the end-point, which is about the distance to the Devonport exchange, and so I'm assuming I'm connected directly to the exchange, no cabinet.
I'm on one of Slingshot's old plans: "The Big Thing 2", which I think at the time meant I was connected to some Slingshot equipment in the exchange.

There seems to be a green cabinet on the street 4 doors down from me called "DA/W" (the yellow stickers on the box) - is this really a cabinet? (Who would know?!)
Is it possible to connect via this cabinet and get better speeds, while I wait for UFB (July 2016 apparently)

Cheers,
Mike.

That's a cross connect cabinet. It's purpose is for cross connecting larger feeder cables (often 200 or 400 pairs) to the local distribution cable that runs past your home.
