id like to give one of my old phones to my son as a media player but dont want him to be able to make ANY calls from it especially as they seem to default to "emergency calls only" when no sim is in there....

is there any way to prevent the phone from calling out but still operate normally on wifi/updating apps etc?

I thought you still needed a valid SIM in the phone to make a 111 call on any mobile network in NZ.

Nope. This has never been the case on any phone.

Interesting you say that because from 2010 operators removed this on request of emergency services. Unless they have reversed this, you shouldn't be able to place 111 calls without a SIM card in NZ.
