Have NEON, returns error when trying to play anything tonight, including the latest AGoT.
Is it illegal for us to download or stream it from another location? Just curious.

Yes, it's illegal. [Edit: Assuming that you mean from an unlicensed source]
It is illegal to download from other location if they do not have the legal right to distribute the content. Also just because someone charges for access it doesn't mean it's legal - plenty of Russian-based websites might have this but not necessarily got it legally.
