PRL files are normally downloaded over the air. The only other way to load a PRL is using what is called a PST tool. This is a specific Nokia PST tool. SPC lock codes are set by the carrier and differ from country to country. For example Sprint use a random SPC code other carriers will use a fixed SPC code.

the spc codes on the 3586 are standard for nz, but theres no reason to go in there. no tweaks or tricks, and you cant change provider, it will only work on Telecom.
