Could someone PLEASE PLEASE help me!!!

I recently bought a NEC e228 from tradme but was told to buy a data cable to unlock phone. Could someone please tell me how to unlock phone with just a data cable?? I thought you had to go to a telecom or vodafone outlet to do this and pay alot of money. Is there anyway for me to do this with the the data cable?

Also can someone tell me if this phone can be used as a phone?? lol I know it sounds funny...I also want to use it to text aswell but unsure of if this phone can do it. Please help!
