Windows Movie Maker will do the job.

Correct - actually Windows Live Movie Maker. And it's free from http://explore.live.com/windows-live-movie-maker

The software has lots of functionality - you better try a few test movies first and read the Help file.

I have been using the program and it is a very very easy program to use however when i save the movie with the ratio of 4:3 there becomes black lines on the side but then when i save it as 16:9 it has black lines on the side and the top

Is there anyway to make the lines on the side to dissapear and become full screen instead of having them on the side

for me the best software out there is MemoriesOnTV. the windows live software is not bad, but memoriesontv is awesome. its not free, but its not expensive either. There is a trial that sticks in a watermark until you purchase so its easy to try out.
