Have just moved into a house with a Fujitsu Inverter Heatpump. Have never had one before.

Should the outside unit be on/blowing cool air all the time, even when inside unit is off?

Nope, absolutely not. If it's doing that something's wrong, turn it off with the master power switch which is usually outdoors by the unit and get someone in to repair it. It may be under warranty, heat pumps usually have decent warranties.
