Looking for my telephone juction box and have been trying to get inside this thing, not convinced its the telephone though:

Could be anything. There's a screw on the right which you should be able to undo to gain access. Might be sealed shut with paint also though, since it looks to be the colour of the wall.

Yeah it was painted shut, got that off, the screw on right side is unusual, still haven't got anything to move it, it is a two pronged head, to big for any of my current screw driver heads and my long nose pliers won't reach in.

Is there anything on the other side of that wall and also can you see in the roof space above thee blocks to see what is potentially comming up inside the block wall?  
Where is your power meter box?

Sounds like a spanner-head screw. Should be easy enough to find a suitable screwdriver bit at somewhere like Mitre10 or Bunnings ;)

Powerboard is around the other side of house, the single cable coming out of ground conduit is a black round cable of around 5mm in diameter.  Having a look on other side of box under house is next on to do list if I can't get it open.
