I'd love to say I was surprised.

Can't be happening...
The Building Act 2004 (and subsequent revisions) put an end to all of that.

Zeon: Should tradespeople be licensed with aptitude testing etc.?

This isn't unique to the trades at all, any role where you are there for a fixed role then gone - IT contracting is similar.

Given the opportunity most people will do their bit, collect their pay and get out - no-one wants to be the person holding the bag at the end of the day, but when push comes to shove no-one wants to pay for someone who takes responsibility and manages the doers because "where is the value?!"

Also see:
testing and compliance - expensive, time consuming and "what value do they add?"
accurate requirements and scoping - expensive and time consuming - "just get it done!"

etc.
etc.
etc.

At least there are building inspections to catch this stuff.

Now I know why we need building inspections at every stage! OMG!

"cheapest tender" has a lot of downsides.

And it has to be said, plenty of tradies focus on getting the work done fast with little regard for what the outcome will be for the customer.

market rates or even most expensive contractor doesn't automatically mean they are not cowboys

Cloud spending continues to surge globally, but most organisations haven’t made the changes necessary to maximise the value and cost-efficiency benefits of their cloud investments. Download the whitepaper From Overspend to Advantage now.

That's true, but as general rule, a cheaper price translates to lower quality components or less time/care.

not really true. I once got quoted by a Midas $600+ to fix a steering rack because it has different bits from other Diamantes. took it to a mechanic who owns a garage and flies solo. he took one look and said easy. labour $80 (2 hrs work). part $38. that was in 2009. the car still goes today!

When reporters asked Alan Shepard (NASA Astronaut) what he thought about as he sat atop the Redstone rocket, waiting for liftoff, he had replied, 'The fact that every part of this ship was built by the lowest bidder.'
