Is there a way to turn off the DNS on mac and pc so the DNS addresses arent used?

Ive noticed some shows in NZ even with the DNS service set to NZ region wont play.

Mac: Set up a new "Location" in Sys Prefs/Network with the DNS servers configured. You can then choose Location/Automatic or Location/DNS from the Apple menu.

I know that Windows has a similar concept but I don't know how to configure it.
