Why can't it get the Quickflix app?

What is the error?

Have you tried installing something like Hola then setting the play store app to being in the US?

He's looking for Quickflix, not Netflix.

To the OP, conversely, are you sure your PC settings have location set to New Zealand?

The App is not listed in the Play Store ... and looking at the QuickFlix website it's because only some Samsung tables/phones are supported (installed via the Samsung App store) and the Nexus 10 ... I've side loaded an old version but of course it doesn't get updated automagically and isn't that stable.

I've asked HP support if they can find out if the app was supposed to be installed on the Slate or if the app was supposed to be available.

I think they've done you a favour to be honest -- Quikflix is a terrible product.
