I subscribe to Unotelly (DNS option) and on their setup page you can setup to bypass Hong Kong-based geoblocking. I don't usually watch any HK TV/TVB myself but tested it out just for you and found I can watch the TVB channels and things stream quite perfectly on my Vodafone VDSL connection.
