Most bans dont affect permanent residents or nationals of the country enacting the ban, It's also only banning mainlain China so anyone with dual passports and some money can get to Hong Kong or Thailand and fly out without issue

I guess. There have been scheduled flight cancellations, and scheduled flights not showing as cancelled yet - but they haven't departed China (ie a Southern China Airlines flight 617 from Guangzhou to Chch, scheduled to leave 4 1/2 hours ago - hasn't departed).
An Air NZ 777 is supposed to be doing an evacuation flight to Wuhan - leaving this evening. It's picking up some Aussies as well as NZ evacuees. Once here, the Aussies will be flown to Xmas Island for quarantine, the NZers to Whangaparaoa.
The Aussie quarantine flight was on a 747. According to what I read, they kept crew mainly confined to the upper deck / passengers below. Crew on these flights are volunteers - good on them.
New confirmed cases and deaths jumped again in Hubei region. Someone is updating Wikipedia with presumably accurate (from Hubei regional government site) but incorrectly referenced interim figures - ie before the Chinese National Health Commission daily report is released. So those figures are only from updated from Hubei, the whole of China figure isn't out yet.
So the emergency measures were implemented in Wuhan on 23, and Hubei province on 24 Jan (11 days ago), but the new case rate is still climbing.
Those classified as "undergoing medical observation" is >58,000 in Hubei province - it's only about 1/3 of the total for all of China.
All of China update for up to midnight last night (their time):
At 04:00 on February 3rd, 31 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps reported 3235 newly confirmed cases (2345 cases in Hubei Province) and 492 severe cases (442 cases in Hubei Province). An increase of 64 death cases (64 cases in Hubei Province), 157 newly cured cases (101 cases in Hubei Province), and 5072 new suspected cases (3182 cases in Hubei Province).
As of 24:00 on February 3, the National Health and Health Commission has received a total of 20,438 confirmed cases (2 nuclear reductions in Heilongjiang Province) of 31 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps. There are currently 2788 severe caseswith cumulative deaths. There were 425 cases,and 425 cumulative deaths (my edit). 632 cases were cured and discharged, and there were 23214 suspected cases.
At present, 221,015 close contacts have been tracked. Of the 12,755 people who were released from medical observation on the same day, 171,329 are currently undergoing medical observation.
A total of 33 confirmed cases were reported from Hong Kong, Macao, and Taiwan: 15 from the Hong Kong Special Administrative Region, 8 from the Macao Special Administrative Region, and 10 from Taiwan.

I've been following this website which someone linked in another thread... strangely, every day the last day of the graph looks like the slope of the graph is reducing, yet the following day that same time segment looks to be steeper than its predecessor.
They're plotting incomplete data (daily tally) before the full data is in - if you click on the chart to expand it there's a note at the top saying that each point is updated as new cases are identified.
Someone posted this on Reddit (a hotbed of CT) but AFAICT, it's probably genuine:
