I watched the feed today, I'm 99% sure he said it was ok for a short drive to the park. The point was local. And short means short, not 5km. As in same suburb, a few blocks etc. I will re watch later
As stated a few pages earlier, here's the views of Police Commissioner Mike Bush talking about driving your car, he seems to think you can't drive it to the beach or park for some fresh air:

"What happens if somebody wants to go for a drive, say to a local beach or get out and about to a local park?" Lynch asked. "Are they in a position to drive there?"
"There's a short answer to that - no they're not," replied Bush. "You only go out in your vehicle if you need to go and get essential food supplies, essential medical supplies or medical treatment. Otherwise, please stay at home."
Sure, if Mike Bush has softened his view on the above statement, well that would be more consistent with the PM's views.

Keep it local, dont be driving willy nilly all over town, if its nearby, if its for exercise, thats ok
As I mentioned in another post, there is no time to sort out all these grey areas. If they did, the lockdown would be weeks away, so they made a call, and these bits and pieces get sorted out on the fly.
