U.S. Health Workers Responding to Coronavirus Lacked Training and Protective Gear, Whistle-Blower Says

New York Times By Emily Cochrane, Noah Weiland and Margot Sanger-Katz

Team members were not properly trained, lacked necessary gear and moved freely around and off military bases where Americans were quarantined, a complaint says.

Federal health employees interacted with Americans quarantined for possible exposure to the coronavirus without proper medical training or protective gear, then scattered into the general population, according to a government whistle-blower who lawmakers say faced retaliation for reporting concerns.

The team was “improperly deployed” to two military bases in California to assist the processing of Americans who had been evacuated from coronavirus hot zones in China and elsewhere, according to a portion of a narrative account shared with Congress and obtained by The New York Times ahead of a formal complaint to the Office of the Special Counsel, an independent government agency that handles federal whistle-blower complaints.

Staff members from the Department of Health and Human Services’ Administration for Children and Families were sent to Travis Air Force Base and March Air Reserve Base in late January and early February and were ordered to enter quarantined areas, including a hangar where coronavirus evacuees were being received, the complaint said. They were not provided safety-protocol training until five days into their assignment, said the whistle-blower, who is described as a senior leader at the health agency.

Without proper training or equipment, some of the exposed staff members moved freely around and off the bases, with at least one person staying in a nearby hotel and leaving California on a commercial flight. Many were unaware of the need to test their temperatures three times a day.

“I soon began to field panicked calls from my leadership team and deployed staff members expressing concerns with the lack of H.H.S. communication and coordination, staff being sent into quarantined areas without personal protective equipment, training or experience in managing public health emergencies, safety protocols and the potential danger to both themselves and members of the public they come into contact with,” the whistle-blower wrote. House Democrats said on Thursday that the official who voiced concerns to superiors about the situation was subjected to professional retaliation.

I thought they said they were already doing that?
But that of course won't detect those who have been carrying it for up to 2 weeks before they start to show signs of being ill.

I thought they said they were already doing that?

Not in Wellington. Regional Public Health have only started turning up at the airport since Saturday just gone (29 Feb) and they're not wearing masks or gloves as they mingle amongst arriving passengers. Haven't seen any non-contact thermometers but these might be being kept away until they suspect something/someone.

Iran's not looking good, the spread of COVID-19 appears to be out of control, and Government actions there suggests what would happen in NZ if Brian Tamaki were in charge of its coronavirus response.

 

State media's reported that 23 MP's, the Vice President Masoumeh Ebtekar, and the head of Iran's emergency medical services, Pirhossein Kolivand, have been infected. Mohammad Mirmohammadi, advisor to Supreme Leader Ayatollah Ali Khamenei died of a COVID-19 infection on Monday.

 

Group prayer appears to be one of the approved public responses to the crisis, along with flocking to holy sites in Qom, where Isfahan general surgeon Behrouz Kalidari has warned as many as 12,000 are infected. The Health Ministry advised pilgrims not to visit Qom but was over-ridden by religious leaders. Videos online show pilgrims licking the windows that surround Qom’s holy tomb in the belief that the sacred site will cure the virus.

 

The Government's figure of just over 2300 infections and 75 deaths doesn't seem believable. That percentage of deaths to infections alone- around 3.3% - suggests higher levels of infection, but BBC Persia is claiming the death toll's over 2000, social media shows mass graves being dug. The MP for Rasht said hospitals there were overflowing. The vice chancellor of Qom University of Medical Science and Health Services, Ali Abrazeh said the same thing about hospitals in Qom.

We really need a way to include some form of "vote bot" into a post.

 

If we could Id love to know how many would vote yes or no to the question "Do you think our Govt is doing enough to mitigate our Corona Virus risk?"

 

The reason I ask is around this voluntary registration etc...it seems really mickey mouse and like protection on the cheap.

 

My assumption was backed up yesterday by a friend returning from Northern Italy after having been there for 10 days and in Venice during the outbreak  - They entered into NZ, were only given a leaflet then left to go on their own way to voluntary isolation - no temperature scanning or any other form of screening. 

 

Jacinda seems to think that our border officials are enough of a screening measure.. surely they are trained for customs duties and not health screening?

 

I guess like everyone else I'll just have watch this space, but personally i think we could at least be temperature scanning arriving visitors - some coming in might not even know they have an elevated temperature

 

 

I agree, but what we are doing is based on what most other countries are doing, and the Ministry of Health pandemic plan wasnt created recently. WHO hasn't seen this as a pandemic yet, which is bizarre.

Along with some garish looking footage of bodies in a hospital which is totally unverifiable, which shows around 50 body bags and makes the 75 deaths across the whole country seem pretty dubious.

Supposedly we're doing the same, but my friend and his wife saw officials doing more screening including using non-contact thermometers in airports in overseas in the last 10 days than what they saw here on their arrival back home. I totally understand that this might not detect some COVID-19 carriers but at least it looks like the officials know what they're doing and at least appear to be to something other than tasking the person checking your passport to simply give you a leaflet then waiving you on out into the wild.

Iran needs to be ringfenced. But how would you do that? People will flit over to Dubai etc for 2 weeks. Then fly elsewhere. When a person arrives from a drug country, Border Control knows about it, as well as recent dodgy trips. If we get a flight arriving here, how hard is it to check the travel history of all the passengers? No, it wont catch the Serbian who went to Italy, but at least its something

Yes, I have first hand knowledge of all that, let alone examples reported in local media. And we had a Keep It Out policy in place then as well.
