Use Soap? Soap is the only thing that will effectively wash your hands best. Not sure why people are going crazy over sanitizer and toilet papers.

 

Because there are plenty of situations where using an alcohol based hand sanitiser is a very good precaution - and the alternative and arguably "better" alternative of washing hands with soap and water is not possible. Just one example - after visiting a supermarket and wheeling a trolley around, then using some alcohol based sanitiser to wash your hands is pretty sensible.

Toilet paper - I don't know.  There was still plenty at my local supermarket yesterday (no hand sanitiser though).
