I would expect it's not able to be road registered (eg written off or something in the past). Note there is a Q&A "What is the current situation with Rego & W.O.F ??" which the seller avoids.

Stolen/Didn't meet NZ standards

Going by their grammar and spelling, I'd say its the latter - imported without checking if it could even be used here.

Either it was never put thru compliance when it arrived in NZ (as the seller didn't intend to use on road), or its simply failed that inspection on arrival (and the seller didn't fix issues). As for someone suggesting "stolen", thats the 50/50 question... but I did see a vin or something that looks like VIN in one of the photos... but even then, if it wasnt previously registered ever... you wouldn't know it was stolen unless the original owner gave cops the VIN.....   Not sure if Car Jam would help if it was never registered before...

Too me its Just a way of saying, Does not have Reg or Wof. Up to buyer to bring them upto Standards. Use on road is illegal, buyer takes a risk if caught, etc.

I have seen some  High Powered E-bikes 5kW+ use "off road only" to still be able to sell legally even though some buyers may take the risk and use them as commuters.

Could be anything really. Could be as simple as the indicators have been removed as the current owner never intended to take it on road. Or it could be something much more serious. I wouldn't go near it.

I test rode one of these when I was in Wanaka last year. They are pretty impressive for $5k!

Not sure it's actually made in NZ though. But the guy running the business seems pretty honest.

Seeing that exact model ETX 150 is available from the Aprilia NZ website (it's an Italian brand), I'd say it's probably not registered and no WOF - not sure about the import comments in this thread.

The only difference between the ETX / STX is the tires

Batman: why would a motor bike be sold "for off road only"?

Because WOF and registration are not required for off-road private non-commercial use. As soon as a tyre touches a designated road then you are on the wrong side of the law.
