I believe it's another name for a refurbished product:
https://store.apple.com/Catalog/US/Images/apple_certified.html

AFAIK, refurbished products _can_ be ones sent back to the factory for repackaging. I understand they're also excess unsold stock.

Have purchased one refurbished product in the past, and aside from the "refurbished" (plain) packaging it looked brand new.
