The newly-published PayPal Terms & Conditions (see https://www.paypal.com/nz/webapps/mpp/ua/upcoming-policies-full) include that to "Use an anonymizing proxy" puts you in breach.

Not sure if that's a change, or something I just noticed

Fortunately, I use PayPal very infrequently (maybe only Geekzone?), but it would seem that using it using Tor or a VPN is (now) off limits.
