So I have been trying to complete a small purchase  that only accepts Paypal for international orders, long story short and after loading a new credit card on my paypal account reverifying it and still not being able to complete the transaction they send me this piece of bureaucratic nonsense! just had to share it.

Begin drivel.......................................................................................

 I understand that you are trying to send payment for $25.00
USD but the payment was not successful.  Upon checking here it shows 
that the option to use the credit card in sending the payment is 
temporary being blocked by our internal security system.

Our internal security system is a self-regulating program that cannot be
overridden. It is designed to monitor all transactions passing through 
PayPal and assess the potential risk involved in allowing any payment to
complete. This assessment is made using hundreds of different statistics
and factors that are in place at the very moment at which you attempt 
the payment. Should it be deemed that there may be too much risk 
involved, then the payment will be blocked by this program. 

My recommendation to you is you may try to send the payment again at a 
later time as it is possible that it will complete at a later date, but 
there is no guarantee but you may try and the transaction will go 
through successfully.  You are not the only one experiencing this kind 
of assessment by our security system and this security check is randomly
done on all transactions.  We want to make sure that the transaction is 
valid and no fraudulent activity on this payment.  We usually advise our
customers to try it again and most of the time it goes through 
successfully.

Sounds reasonable. Did you try the transaction again? How about loading money through a bank account? I have no idea to load via a bank account, my credit cards have always worked.

Yeah tried it five times, eventually worked when I clicked on "I have no paypay account" and used the same credit card details loaded manually
