If you disable the software updates on the Apple TV it shouldn't use much data, maybe just enough to refresh the available movies list. You can always test it out first, but I can't see the Apple TV using much data at all - and anything you stream internally will go over the WiFi network not the 3G.
Thanks for that link - that's exactly the idea I had wondered about in my original post. While in the video he talks about an app specific to his telecom provider, my assumption is it'll work using just the standard Android hotspot feature (didn't get a chance to try it out tonight). Given that my phone allows the hotspot to be on when the data is switched off this should indeed be a viable solution that avoids any chance of data usage.
This is an option for sure, and I've got an old modem somewhere around I could use for this purpose. An advantage of this over using the mobile it it's not dependent on my phone being present always (eg when I'm not there!).

FYI I did this about a year ago (pre IOS7) and used an android phone for the wifi link BUT ipad REQUIRED internet to play any rented movie, even I fully downloaded, so unless you already OWN the video content (or it's self made) you might need a little of that 3G data just to make them play (can't say for sure on 'owned' movies though)
