As I understand it, Digital Terestrial TV / Hi Def is only available in the major cities

I'm in New Plymouth, my local transmitter is Mount Taranaki and  does not carry DT  TV

Anyone have any idea when  its likely to happen?

There are no definate plans at this stage.

Freeview|HD currently transmits to 75% of the population, there are already plans to expand this to 87% of the population (which includes New Plymouth) but this is dependant on additional government funding.

I would put money on it happening - probably within the next 2-3 years.

Licenses for Mt Taranaki are dated 12 March 2010. 3 transmitters on channels 48, 50 and 59 with power of 42 dBW or 16 kW.

Spark Max Fibre using Mikrotik CCR1009-8G-1S-1S+, CRS125-24G-1S, Unifi UAP, U6-Pro, UAP-AC-M-Pro, Apple TV 4K (2022), Apple TV 4K (2017), iPad Air 1st gen, iPad Air 4th gen, iPhone 13, SkyNZ3151 (the white box). If it doesn't move then it's data cabled.

The 87% rollout will definately occur before the analogue switchoff and that is planned to occur at any stage from 2012 onwards with an announcement of the date expected in 2012.
