I'm new to HTPC and before I try DVB-T I got myself a Anlogue TV tuner cheap to play with

When I record Analogue TVNZ, TV3, Prime etc what resolution should I capture at eg 768x576 etc

Note I playback is on a 29" CRT TV from a laptops TV out

I also assume that if I have specified a resolution higher than what is needed this is additional work for any Video Codecs ?

Analogue resolution should always be 720x576. You could also capture at 544x576 if you're capturing at a low bitrate which can decrease artifacts (but will however make the picture look 'soft').

My software defaulted to 768x576 I'll change to 720x576

In regards to bitrates I noticed that my Microsoft v2 MPEG4 codec defaults to 3000kbps yet the Divx v6.4 MPEG4 codec has 780kbps and the Xvid MPEG4 codec defaults to 878kbps

Which should I use especially since I have a low spec PC [P4 2.4Ghz] that tends to run at 80-100% CPU when recording in MPEG4

Not sure of the difference between Microsoft's MPEG4 and Divx/Xvid. Best to experiment and use the bitrate which suits your situation. I've encoded in Divx 768kbps before with pretty ok results.
