So my laptop broke recently and i’ve been offered either an hp spectre x360 oled from noel leeming (retails at 4699) or a cash amount of 3200 it is however on sale at $3289, i want a laptop from pb tech which is much cheaper than this and i plan on saving the difference which would be a better option the laptop or the cash

You've already answered your own question.

" i want a laptop from pb tech"

Sure, you could get the HP, then try selling it but you'd lose on it.

Just take the $$ and get what you want.

?? don't know? Depends on if you can be bothered selling. Not sure why the question was asked in the first place unless if perhaps you're seeking confirmation bias?

Why would someone want to offer you more for a laptop they can buy at near new sale price?

If you can purchase the same laptop from a bricks and motor shop for $3289 which comes with a warranty and the protection offered by the CGA then no one is going to offer you $3200 for a 2nd hand laptop.

Take the cash.

Take the cash, as others have pointed out, you won't get a higher amount you are after.
More importantly it most likely won't be worth your time trying to sell it.
