Are there any ISP's in New Zealand that do not have ANY issues surrounding their broadband?
Plenty. The issue comes down to how much you're willing to pay.
If you're with a fibre provider you can get guaranteed bandwidth, such as 4Mbps pipe with a 20GB cap for probably somewhere in the vicinity of $500 per month. Likewise you could probably get an ADSL provider to guarantee 1Mbps performance with unlimited data for a similar amount.
Kind of a shame really, this plan used to be great for our households needs, the great part was the phone + broadband bundle for a great price.
To switch ISP I will require $199 to break with Telecom, keep my existing phone line (not sure how much this costs monthly) and around $89.95 - $99.95 per month for a plan with a 60GB allowance.
Starts to get a tad pricey.
I do hope that Telecom can find some middle ground with their experiment as this was a great plan for months.

Its probably because your downloading from Hotfile, try a non-file sharing HTTP site ie not something like rapidshare, megaupload and hotfile and see if your speed is any different

Are those NZ hosted sites or international ones?
I can get decent speeds off anything cached locally (to NZ)... including YouTube which would be fantastic if I was remotely interested in it but I've only used it to test my connection after people have said here that YouTube speeds were good.... now if only the online business I was trying to run was YouTube... sadly it's not and this speed "issue" is having a serious effect on me being able to use my UK hosted equipment and correspond with my UK based staff.
Seemingly any http, Pop3, FTP, VPN traffic whatsoever that I try is limited to <100kb/s and more often than not is between 50-70kb/s if not (regularly) lower.... it also doesn't matter what time of the day it is either. Go back a couple of weeks and I was getting speed of between 700k and 1mb/s.
I've chased my ongoing complaint with Telecom and have been advised that the matter is still under investigation. They went on to explain however that he could see that the issue was in relation to the big-time plan and recommends that I change plans whilst their investigations continue.
Interestingly, the first time this happened for me I was told it was the result of a major outage in the UAE... I was then assured that things would return to normal once the outage had been repaired.... things did get back to normal for a brief period (perhaps a week or so) and then this is now happenning....
I don't fancy my chances of getting them to confirm whether it's a technical issue that's going to be resolved or a traffic management system that's here to stay... but I guess I'll try all the same.
It's rather frustrating though.. I've only somewhat recently emigrated to NZ from the UK where I enjoyed entirely unlimited download capacity on a line that (if it were not for my distance from the exchange restricting it to 2-3mb) would have given me speeds of up to 8mb and has (since I left) been upgraded to speeds of up to 24mb... granted I was paying around double the cost of Big Time from Telecom, but still, it feels like I've been forced back to the good old days of almost (but not quite) dial up! I wouldn't mind either but if Telecom wanted to charge me double the price to get back the speeds that I had prior to "whatever has happened" happening, I'd pay it!
Still, I'm living in a house set in grounds that I couldn't afford in the UK so there are plus's, but even so... connectivity wise, NZ is sooooo far behind the times it's untrue... of course I understand the Supply/Demand argument(s)... it doesn't make it any less frustrating though.

nzpossum: Crazed is probably a Telecom employee by the sound of it. Sorry, but when we signed up we knew it wasn't suitable for gaming and p2p but had no idea i would have to wait 2 hours to download an installer. What part of "we will not put an artificial cap on your downloads" do you not understand.
