and most companies dont have this sort of plan just simply because it doesnt work.
its too problematic. why they bother?
99.99% of users have had speed issues from the day 1 till now.

As well as that, my steam downloads are going around 10KBps at the moment, and have been for the last 6 hours. Trying to download a 300mb update should never take this long, its not gaming traffic or peer to peer, so why does it seem like it is being shaped?

On top of this I can't update the steam client anymore... I remember Dr Reynolds was talking about how Telecom needs to be open/transparent about things, how about they be open about the shaping policy? Rather than it just being some generic non descript paragraph.
Seems they shape the first connection regardless of protocol.
