Not true. There's a cost. It may not be a cost in going to install a new card in each DSLAM that they may want to provision from, but there are costs in (at least) developing and offering the option.

It is NOT anything to do with your made up "upload speed capping politics"...

In my home country, we have nice politic from ISPs:
For example:
If you want new line, do it yourself, and we will connect it.
If you want VDSL2, buy VDSL2 DSLAM, bring it to us, we will connect it.
If you want - pay.

No, I'm afraid not. It's 100% certain that even if you cover the cost of the card and installation cost that Chorus won't deploy Annex M for you.

It would without a doubt be cheaper for you to run commercial fibre to your premises than fund the Annex M deployment.

Sounds like a recipe for disaster, I think I will stay with our style of order, even if it does take a little longer to roll.

Agree, but of course if you want to do anything, you need to talk to network engineer first, and if you will buy suitable devices and do everything with ISP rules. Then ISP will help you to achieve your needs.

For me it's normal, if you want, do it yourself and don't disturb technicians (except consultation with network engineer). :)

Of course, its different in every country. I'm just asking :)

No. You'll also need to get the entire industry to agree of a spectrum management plan, something that still doesn't exist despite many attempts to formulate one.

You're also clearly unaware of how much a 48 port 7300 series card costs! I'd also suspect the current multimode cards already support Annex M already, but there are licencing and technical issues that surround the usage.

Licencing isn't a limitation. That merely becomes part of pricing.

The fact there is no ratified spectrum management plan is a limitation.
