I can see that around 60% of Auckland covered by VDSL. But other 40% cant get it.
There is no upgrades for Annex-M needed i think, because this technology was introduced and included in ADSL2 and ADSL2+. DSLAM have settings for each connection: like interleaving, modulation and etc, this settings can be changed remotely in 5 min. I have old cheapest router somewhere, it's support annex M.
I think it is all locked on marketing level, and upload speed capping politics....
Not true. There's a cost. It may not be a cost in going to install a new card in each DSLAM that they may want to provision from, but there are costs in (at least) developing and offering the option.
It is NOT anything to do with your made up "upload speed capping politics"...

In my home country, we have nice politic from ISPs:
For example:
If you want new line, do it yourself, and we will connect it.
If you want VDSL2, buy VDSL2 DSLAM, bring it to us, we will connect it.
If you want - pay.
