So my internet speed dropped down to 100kbps from 4mbps, I went and did some speed tests, at http://speedtest.telecom.co.nz/ I continue to get the full 4mbps every time, on https://www.speedtest.net/ I get .1mbps everywhere I test, it seems the bandwidth is fast for the first couple of seconds then drops way down.

This is not my connection so am wondering if it is the dial up ? .1mbps seems much slower than dial up, youtube wont load on lowest settings. The modem page (Technicolor TG582n) doesn't show attenuation.

Dialup speeds are 0.06 Mbits.

I think that when customers are capped now, most should see a speed of 0.128 Mbits.

It does sound like you connection has been throttled.  If you PM me your details I can confirm if you'd like?  Have you set up email usage alerts?

The reason you see full speed to speedtest.telecom.co.nz is a historical fault that is non-trivial, and therefore non cost effective to fix the root cause.  The speedtest linked to on the telecom website (www.telecom.co.nz/speedtest) and those via speedtest.net all go to our newer servers which will reflect your true speed.  I will see if I can get that URL (speedtest.telecom.co.nz) pointed at one of the newer servers (this work was in flight, but may have got forgotten).
