On my last iPhone i was able to disable VoLTE on Spark, but on my new iPhone 13 this option isn't listed. 

 

The Spark 4G network around Northland drops calls really badly but on 3G its pretty good. The only way to have a usable call is to wait for a patch of 3G only coverage then make an outbound call.. Not ideal. 

 

Anyone know a way around this?

Googling around indicates the option is carrier dependent. Have you tried being in a strong 4G area before looking for the option? That probably makes no difference just something I would try.
