Large wall of text follows, looking for advice on my line issues.
TL;DR: After about 5 Chorus technicians and checking of internal wiring, I can only get 4.5mbit Sync, which my direct neighbors are getting 13mbit+, I was able to get 13mbit sync for about one day.
Moved into a new rental a couple of weeks ago and signed up big Bigpipe for broadband. We live about 1km from the exchange and initially signed up for VDSL. After getting connected the first thing I noticed was the 3mbit sync speeds which I addressed immediately, (note: do not have a master filter) by disconnecting other jacks, this slightly increased the speeds but it was still below 5mbit.
I sent a few emails back and forward with Bigpipe and they had a Chorus technician check the line had some work done at the exchange, this increased the line to about 10mbit, where it was established the line runs a bit further and actual distance was approx 1.5km, much longer than VDSL allows but the Chorus guy still believed we could expect 25-30mbit down, 5mbit up, so I ordered a master filter install. Within hours of me ordering the install we lost internet altogether, and in short, had the install request cancelled and a fault placed instead.
During the next week or so while a Chorus technician was unavailable to view the issue we had no net and it was decided to downgrade to ADSL would be our best bet (from Bigpipe). By now we are about 40 emails sent back and forward regarding modem settings, while I was told because it was a PPP issue, that it was my modem settings. After about a week some work was done at the exchange and we had internet again (VDSL, still around 10mbit, 24db attenuation) and I was told a request to downgrade to ADSL had been put through and I would be informed beforehand so I could change my settings. The next day we were again without internet and after about half a dozen emails, it was established we had been downgraded to ADSL. Once I changed the modem over I was presented by 2.5mbit Sync and 26db attenuation, despite being told beforehand that my neighbors were getting 13-16mbit sync.
So again another week of trying to get Chorus out again to check for a fault failed, as 2 technicians signed off as no fault from the exchange as apparently it was reporting 15mbit, and blamed internal wiring. During these two visits a few settings were changed but we were still disconnecting and had slower speeds. I requested a technician to come view the internal wiring and run a test from the house after being frustrated about the job being signed off without being properly tested (now we're about 100 emails in). Last weekend I had an extremely helpfuil Chorus guy come around and test speeds from inside (2.5mbit) and from the Demarc (3mbit), he ruled out internal wiring and established there was indeed a problem despite the line not reporting a fault from the exchange. He said he would contact Bigpipe as he believed it was something to do with the Bigpipe settings.
During the week we had a Chorus technician move us to a new port which upped our speeds to 7.5mit, but this was still almost half of what we were told to expect and the line was dropping every 3 hours or so. on Friday I had another very helpful technician come out who said he found a dodgy solder at the exchange which he fixed up and tested the line at 10mbit. I asked him to do a few tests which he agreed to as he felt something was still a bit off. He ran a temporary cable from the street to the modem to try test if it was wiring from the street being the issue, this again reported 10mbit, but after a few changes to something it increased to 13mbit, a number we were both happy with. He cleaned up a bit of the wiring on the street-side and in our ETP and I got 13mbit with our existing wiring (job complete, or so I thought).
Now, not even 48 hours after getting 13mbit sync, we are down to 4.5mbit! Bigpipe have acknowledged it appears to be a fault and have booked another Chorus guy to check the line, but it seems even after 5 Chorus technicians, we are no closer to solving this than we were 2 weeks ago!
My question is to those who are more knowledgeable, what can i do? One of the Chorus guys ran a check on the internal wiring and confirmed all unnecessary wiring was disconnected and the only wiring from demarc was going straight to the router (we're naked). I have confirmed with one of my neighbors and they are currently getting 13.2mbit down, so it seems isolated to me. I have tried different modem, all report the same sync speeds (vigor 120, vigor 130, and a random thomson modem). Currently not using a filter, but I have also tried with 2 different filters. Modem is syncing with ADSL2+ 992.5 or something, so it not like it is only syncing ADSL1. Would it be worth asking them to move my line onto a spare twisted pair from the exchange? The last Chorus guy said my line reported something like 75db of noise on line which was well within their parameters.
Any advice would be much appreciated.
