Anyone able confirm for me the standard voltage you recieve down a telecom landline?

Just noticed the DSL and dialtone missing from my line at home. Opened up the demarc and noticed im only getting 10.5 volts when i disconnect the house wiring and hook up the multimeter only to the copper pair coming in from the street. Next door on the line we are getting 47 volts which i am assuming is correct.
Just want to confirm that im right in my assumption. I think the chorus techs working down the road a bit may have messed something up as it coincides with some digging project they have been working on for the last couple of days.

36 up to 50 is the norm. 10.5 is more like the offhook voltage so chances are you have water in the line somewhere or they have assed up.

I'm pretty sure it is supposed to be around the 50 volt mark.
So it looks like your neighbours are good, but something has most likely happened to your line. :(

thanks guys
Will ask the chorus guys tomorrow morning down the road. They look like they are replacing a cable. Have dug up both sides of a road and are either pulling new copper or pulling fibre through - though there arent any cabinets nearby, but its between me and our cabinet.
