Hey
I was thinking of getting the iPhone 4s on telecom on the 40$ plan for 649$
what i'm wondering is since the plan lasts for 24months and the new iPhone comes out in 12months would i be able to cancel the plan at the end of 12months and if so how much would i have to pay in disconnection charges.

Sorry about the noobness but this is the first time i'm buying an iPhone on a plan instead of outright

It must be the same place that Apple advised the iPhone 5 was coming out this year and it would be a different shape and it would make tea / coffee or beer for you. Innocent

Normal cancellation charges are the number of months left on your contract x your monthly charge.

You never know by the time a new iPhone is released, you could be out of contract!?

So you get a Iphone4gs for $149 under smart 80 plan and cancel it after 3 months use, you total pay: $149 plus $240($80x3months) plus $500 disconnection fee = $889 and you get an Iphone4gs 16gb.

No, that appears to be right.  It's the same loophole that existed in Vodafone's contracts when they first offered iPhones.
