I tried to call them a few days back but was on hold way too long so opted to email them and have been corresponding via this channel the last 2 days. Email ref seems to be [Incident: 150123-001140]
Just emailed them again tonight with latest results as its now

Download Speed: 3384 kbps (423 KB/sec transfer rate)
Upload Speed: 9733 kbps (1216.6 KB/sec transfer rate)

So the answer is ' No ' you have not logged an official fault ticket, I suggest you log one via the phone so you can get a fault ticket number and note it down, This will have a far better out come than firing off emails to the email team
