Yesterday I had lengthy chat with a Telstraclear technician over the phone. He was pretty confident that it was a "packet loss issue", and he changed my IP address and gateway.

Well based on what you have said previously there definitely appears to be a packet loss issue no matter which way you look at it. However by changing IP and gateway are they suggesting they have a rouge gateway thats being hammered by something untoward, or just faulty. All seems a bit odd.
