That does seem odd as I haven't seen any advertising of the fact and the website has just silently updated itself... (To be fair I wasn't on 130 but then I'm guessing from your question you haven't had anything either)

So - have Ultra Fast Cable 130/10 customers been downgraded to 100Mbps by stealth (as shown by our degraded speedtests over the past weeks) or is it really only the new cable customers?

It is only new customers, or folks changing plans. Everyone who is on 130/10 stays on 130/10 (Unless they move house).
As @NikT has pointed out upgrade work on the cable (HFC) network is on going to provide better performance across all plans at peak time and in general, Was speaking to our network performance manager yesterday
