Vodafone told me they do not lock their phones, I also found this topic answer by Johnr that they do not:

The reason I ask is my partner has a contract with Vodafone, less than a month old but she wants to pay it off, will she be able to put in another SIM card (e.g. overseas with Vodafone UK) and still get the iPhone updates etc?
