When calling a Siemens Gigaset A580ip from a Siemens Gigaset S685ip both on open vfx. Called phone rings. Calling phone gets engaged tone. If Called phone is picked up call works. If A580 calls S685 same issue.

Siemens manual says
Busy tone: No codec match between the calling and called party.

Trace below is S685 calling A580, and hanging up before answer.
 


Remember if the called phone picks up, the call works fine.

Most likely it is your call progress tones what your hearing is actually Seimens default ringing tone which you think is engaged tone, your SIP signalling you have here is correct, with a 180 it means play local ringing at the phone not from the far end which is a 183 Ringing, what your phone is doings is playing the appropriate 180 ringing tone that you have setup on the gigaset, this will sound different to the ringing when you phone offnet ie out to the PSTN as you will get a 183 and the ringing tone is played from the far end and this will sound exactly like the the ringing tone you are expecting.

Sorry about the delay, had issues getting normal busy tone, almost every number just puts me to messaging when busy.What I am getting is the same as the busy tone but with tone and quite having about twice the period of the busy tone.Anyway you are correct, what I am getting is not the busy tone.

I have the Gigaset and have the same tone when calling some parties (like my sister who is on Vodafone at home).

I have never thought of it as the engaged tone as the tone part has always been longer than the "standard" engaged tone. I can see how you would mistake it as an engaged tone. I never really thought about why it was different sometimes it until I saw this thread.
